Maybe they do, the women in Belgium actually look very natural, there was a thread i think on Anthroscape that showed Belgian women and they looked a lot like British women but with more class! It's how i remember my visit to Antwerp as well, well dressed men and women with sensible style.

No it doesn't have anything to do with their social class, at least for French women anyways, they just have a different approach of presenting themselves where they rely more on fashion and accessories instead of makeup. If anything it's usually the lower class women in most countries who wear heavier makeup.
