Moldavia, Croatia, Bosnia, Serbia, maybe Slovakia if we exclude the southern types (or Wallachia the other way round).

It's true only for the southern half of the country. In Suceava, Botosani and Iasi (almost) you have K13 Baltic averages in the low 30s, according to Ion Basescul's statistic. Serbia is in the high 20s while Wallachia in the mid 20s. North Moldavia is most similar to Croatia in terms of pigmentation.
