On an institutional level and analyzing the political speeches, aspirations and rhetoric of the main governments in Europe, I would say France and Germany.

Both are the largest economies in Continental Europe and the main "heads" of the European Union; have always competed between themselves to become the main engine that drives or guides the destinies of the remaining member states and I cannot think of anything else that is tangible which approaches the concept of intra-European relations than the EU (whether we like the EU prepositions or not).

French and Germans since they are voting for parties that lead the EU since decades ago.

Their Pan Europeanism is not truly sincere since they just want to rule over everyone else, in particular the Germans.

France may have lately expressed some true Pan European sentiments and was punished therefore by the fellow EU members

This is what I was thinking. It seems to me that the poorer parts of Eastern (and to a lesser extent Southern) Europe, if anything, obsess more about "Europeanness", since it gives them a sense of greatness that maybe they wouldn't feel so strongly with the recent histories and achievements of their particular nations.

You are basically agreeing with me, as you have just given France as an example. If it is sincere or not doesn't change the point, these are the biggest economies and, of course, they will stand out more.

Nowhere in Europe has euroscepticism grown more in recent decades than exactly in the regions you mentioned (with the exception of Great Britain). I get the impression that you are basing yourself exclusively on what people say on online forums, since in real life I do not see anyone obsessing over being perceived as something they already are: European. There is a ongoing rise of populist and nationalist movements but they mostly focus on domestic issues and not on "Europeaness" or pan-European movements. I think you are mixing and confusing two different abstract ideals.

It depends. You're British which is a nationality famous for "Not identifying as European despite being European", continental identity was always weak there. Compared to Brits, Eastern and Southern Europeans are definitely more pan-Europeanists. Compared to other NW Euro countries not necessarily.

Also, certain nationalities and ideologies are overrepresented on this forum. There are barely any people from Germany (especially for how many people they have), Netherlands etc. On the other hand there are many hungarians, Poles, Romanians, balkanites, iberians etc. Hungarians alone are more numerous than Germans despite Hungary being 1/8 of Germany's population. So this forum may give a false perceiption.

    There's this study from 2016 : https://www.businessinsider.com/surv...mselves-2016-6
"European only" identity seems most popular in NW euro states (except in UK).
Actually I knew the article before I made a thread, but I still wanted to hear people's opinions. And the study may be wrong/unrepresentative. To an extent the pan european attitudes of certain countries can probably be attributed the pro-EU narrative pushed in their media and education system which is a different type of pan-europeanism than the one present on this forum.

The French and the Germans, since they took the initiative to build the European Union.

But also the Brits, who have witnessed mass immigration, and as a result it has started to lump all Europeans settling their lands alongside their own native ethnicity as "white".

Yes and no. The large-scale immigration in recent years from Eastern Europe has been controversial for many people, and that was one of the drivers behind Brexit (though not as much as some Remainers claim). Also, even our Census makes a distinction between "White British", "White Irish" and "White Other".
