I think pretty much anywhere from north eastern France-Belgium eastwards is central Europe, especially when it comes to phenotypes, architecture
(for example onion dome churches which dominate in central Europe but also parts of N France and Belgium like this church in Lorraine there is also the cuisine which is often based around sausages, stews, richly flavoured beers. Some say that northern Europe begins once you cross the Rhine in the Netherlands, i would be inclined to agree, the centre of Europe could also include southern Netherlands and you could argue that Protestant culture has never been as strong in C Europe as it is in the north for various reasons.
