Off topic but I get that impression of both Bolivia and Paraguay when it comes to they’re modern culture, ugly cities with drugs being made there like cocaine. Peru in the last decade has made some strides to try and improve they’re cities.

Paraguay is not just Ciudad del Este. If you want to have a real feel of Paraguayan society, I think, you should visit other parts of the country, not just the place buy stuffs to sell in Brazil.

I can say the same about any country really, I just meant that that’s the image they have to the rest of the world
