progressive means something different than it used to. One could be conservative and progressive in the old days. It meant to make progress or get things done. Now it seems to be another term for a socialist or someone who is anti capitalist.

I think he meant USA has simultaneously the most conservative and most liberal areas/individuals within the same country in the western world, which isn't surprising as it's a quite large country.

Those are only the policies of the government though. Latin America is very socially conservative.
