It's a bit more than that, you can leave the keys to your home and expose all your belongings to that person, so obviously there is a relationship of trust that goes beyond just a regular economic exchange. Still have to keep a balance.

All employees have they opportunity to defraud or steal. Cleaners are no different. What I have found interesting is most are at minimum wage or close to it and few are vetted through the legal system. Most folk want clean houses for cheap and seem willing to take a punt based upon a "recommendation" and how "honest" the person looks.
