Scotland i think, while he would pass well in northern Germany i imagine he would be less typical of the South, typical long headed CM type that is often seen in Scotland and across eastern Britain especially.

He reminds me a bit of Roger Moore personally. Who was English. As he is blond with blue eyes and a square jaw he looks like stereotypical German to me though.
