Figuratively it's refered to an unrefined look and / or behaviour. First it was applied to Central Asians and later encompassed woggy looking Caucasians too.

A horrible country with horrible people, do not care if nobody respects this. Not even a troll post. I legitimately despise that country in every sense you could imagine. It is my top country I hate. Politically is is the center for the destruction of all of Europe, and it has created in every way the destruction of so many cultures.
