I'd say whenever you and your partner are ready for long term commitment. For kids, it's best when you own your house, good car, stable jobs, this can vary from early 20s for some to 40s for others. I don't think I would have enjoyed motherhood as much as I do in the midst of working, studying, saving up for mortgage deposit etc that you usually do in your early 20s. So it depends when you and your partner reach some sort of stability.

it's never the right time for getting married and have children but early 20s is definitely a disastrous time for it and will probably result in a failed marriage, and if kids are part of it then it's even worse, especially for them.

marriages fail mostly anyway, imo. it takes intelligence and dedication to keep a marriage going, especially going pleasantly enough, and most people don't have what it takes for it, they're just too selfish to serve the other, be it wife, husband or kids.

Owning a home and having a good car seems materialistic in retrospect. You don't need to be wealthy or own material things to raise a family. Our grandmothers had to make do with what little they had. But in modern times, especially with no help from family, I have to put an emphasis on financial stability. That doesn't mean earning an extraordinary amount, but having a reliable income every month. Owning your home is also not a reality for most especially in this economic climate but at least a place your kids can call home.
