Default Why Croatia is not part of V4?

The name of the Group is derived and the place of meeting selected from the 1335 Congress of Visegrád held by the Bohemian (Czech), Polish, and Hungarian rulers in Visegrád. Charles I of Hungary, Casimir III of Poland, and John of Bohemia agreed to create new commercial routes to bypass the city of Vienna, a staple port, which required goods to be offloaded and offered for sale in the city before they could be sold elsewhere, and to obtain easier access to other European markets. The recognition of Czech sovereignty over the Duchy of Silesia was also confirmed. The second Congress took place in 1339 and decided that if Casimir III of Poland died without a son, which actually happened, the King of Poland would be the son of Charles I of Hungary, Louis I of Hungary.[7]
Hungary and Croatia were in union at this time and Croatia was ruled by the hungarian king, so they have every historical right to join. I think Croatia should join to the V4.

    It should be. hopefully someday

There are few reasons why it still isn't:

-back in 1990s our first President (who was northern Croat and so terrified of any Balkan associations he added constitutional ammendment prohibiting possibility of any future yugoslav/balkan Union) passed on offer to join V4 because he wrongly believed Croatia can join EU and NATO more quickly alone, because Croatia exited communism as one of most developed eastern European countries and didn't suffer extent of economic damage as former members of Warsaw Pact did. Ofcourse, this proved completely wrong judgement (quite a few say maybe biggest geopolitical mistake of his career), because not only Croatia joined EU nearly decade later than V4 countries, but also completely lagged behind economically due to war damage and missing initial foreign investment that occured in 1990s, partly also because country found itself in international isolation due to west not being satisfied with the role it played in Bosnian war.

-later Croatian administrations were mostly products of the old system and pretty friendly to western Balkan/Yugosphere idea. East-central Europe is a foreign world for them. Due to war Croatia had, old Yugoslav structures (many of whom never accepted indipendent Croatian state and still feel politically Yugolsav) were never replaced with new people. our first president decided not to eliminate old communist elites from Croatian political life like many former Warsaw Pact countries have done because survival of the country was under threat and we simply lacked power to fight on two fronts - foreign and domestic.

-due to that, now we are in position V4 wouldn't be that thrilled to have Croatia join their company because Croatian politics regarding immigration, Istanbul convention, Marakesh convention and future of the EU is unfortunately much closer to the Euro-Federalist views of France and Germany. We can speak about V4 when we get anti-globalist and patriotic government, and that we don't have for decades.
