It's funny because I think that Europe and most places have their own version of "rednecks"- it isn't unique to America. I think of a lot of Polish people as being rednecks or Germans who are drinking beer in the Alps.
There is a difference between redneck and country people, however. Rednecks are mostly rural, but country people are not necessarily redneck. Most people can't make the distinction. There is also a connection between Southerners and being "country", but it's also a kind of loose connection. The South prides itself on it's more provincial ways. The North is provincial but tries to hide it.
