I think it is risky for Ukraine to openly speculate about this hypothesis, let alone make it concrete. Russia would love to have Ukraine go down that road. It would give them the perfect excuse they have been waiting for to invade and take over half the country once and for all.

That wasn't Ukraine 's nukes, it was the Soviet Union' s and just happened to be on future Ukrainian territory when the SU disbanded. Russia was the legitimate heir of the SU military and thus took all nukes.
