Maybe countries like Romania and Bulgaria can find a way to groom Gipsies for military service at a youthful age. Some sort of school age bootcamp that could operate like a boarding school program, that's what I have in mind. Only, the boarding school bootcamp programs, for grooming youths (into the military), would be fully or partially funded by grant money as well as the respective governments. That kind of thing was done with the Janissaries of the Ottoman Empire.

They do want to work, they do want to integrate, but they have little opportunity, and obviously they need money to be invested into roma communities. That is nothing weird or shameful, bulgaria joined the EU to get alot of money out of it, so they could invest and become richer and not stay a shithole.
