There is no concept of Europe, it's a geographical boundary. The Romans and Greeks had a geographical term for very small parts of southern Europe, but it wasn't some sort of cultural concept or grouping. You really think the Romans felt more kinship toward barbarian Celtiberians than to civilized Anatolians?

The only concept of Europe is the one the Carolingians created, which only included:
