May the people affected find comfort, may the people killed find rest

. And I hope the shooter either rots in jail or gets the death penalty.

Will it urge them to stop propaganda of violence among youth? to stop drug consumption? to stop following worst degenrating patterns global satanists offer? NO.

It will urge them to take away more freedoms from the people. This time it's regarding weapon ownership. And maybe they'll try to put more guards in schools to guard them from parents too.

In my region in 1958 (Lyamino, Chusovoy district) local college student killed two construction workers on the street, then he broke into a college dorm, where he shot five students and wounded six others. Also i have read time ago that in Moldavian SSR in 60s the suicider blown up himself and more that 20 people in school. I guess there were more such incidents, without searching in google/yandex.

You say the muderer was a collage student but I read that he was a 24 y/o Komsomol organization man. Komsomol - the youth branch of the (communist) party. Also, I read that he was very drunk.

Anyway, there's always a share of persons of psychopathic or similar mind design. They are biologically inclined to such behavior more than an average person is. I'm not sure if their percentage depends on biological selection. But I think their nature can be pacified by environment. And surely the modern environment in RF and in many other countries as well is incomparably more prompting to asocial behaviour of this kind than the Soviet environment did. I hope it's obvious.
