I think the later because the numbers are higher and growing, 10 or 20 years ago it would be different.

But I think the user aruncaz gave a good answer, Bosnia-Herzegovina is by excellence a multiethnic nation although not multiracial.

I guess it is not so much, around 1-2% maybe. Then, the most diverse Southern European country is Spain, in my opinion.

Around 15% of the population is of foreign origin, plus the 1 million or so Gypsies.

Ah, I understand, you mean percentage of immigrants... that is not very different than the percentage in Italy or Greece and nothing compared with the 2nd, 3rd and whatnot generation of immigrants in Portugal or Bulgaria.

If your question doesn't include these people, then it's not Portugal:

    Spoiler!

Taking into account the combination of all the following:

    (1) Proportion of immigrants and variety of countries of origin.
    (2) Longstanding ethnic minorities like Jews and Gypsies.
    (3) Internal ethno-religious diversity, as found especially in Bosnia.

Well I do include them. From what I gather, Lisbon is the third most Black capital city in Europe after London and Paris. (On the other hand, Porto struck me as being pretty White).

    (1) All the countries have immigrants from 7636675355634 different countries.
    (2) Spain has more Gypsies than all the rest of SE, except than Greece and of course Bulgaria. I am talking percentually, of course, because it is what matters. No idea about Jews. Probably Italy and Greece have more than Spain. Bulgaria also has a very important amount of Turks and Italy of Albanians in the south and Germans in the north.
    (3) Bulgaria would be the most diverse by far.

Taking into account the combination that you talk, Spain would not be the most diverse.
