As you wrote yourself, there's tons of beaches, hotels and places to have fun, Wich by itself attracts tourists wether we want it or not...more so in Europe where the flights are really cheap and on most of the continent the weather is really shitty. Tourism adapted to the demand and grew with it, Wich in time became kind of a trap for certain regions/cities that rely too much on it.
Anyway lots of activities depend on it, the pandemic is not only a disaster for hotels, restaurants etc but also for airlines and indirectly to a huge number of activities.

The poor sea conditions have prevented the rescue of the two drowned young men
They are a Lithuanian couple of 36 and 30 years of age
They were trapped in a rocky area and could not get out.
The rescue work has resumed this morning. The bodies of the Lithuanian couple drowned this Sunday in the cove Rajá, in the Natural Park of Cabo de Gata (Almeria) are trapped in a rocky area. The strong waves and gusts of wind prevented their rescue last night.
The couple, a man and a woman aged 36 and 30 respectively, were spending a day at the beach with a friend. The two went into the water and were unable to get out. Several people who were in the area, went into the sea to try to help them, but it proved impossible and the couple was trapped in a rocky area.
The rescue teams received a call at 15:15 in the afternoon but could not access either by land or by sea due to the storm that had broken out in the area. A Salvamento Marítimo helicopter and the Special Group of Underwater Activities of the Guardia Civil, joined the rescue, but it proved impossible.
The bodies have been located in an area of cliffs with difficult access. The tasks for their recovery will be activated this morning. Last year 191 people died drowned in our country. Most of them are men and over 67 years old.

A 70-year-old man of French nationality drowned this Saturday on the beach of Empuriabrava, in Castelló D'Empúries (Girona) Catalonia.

The lifeguards have begun to resuscitate him until the arrival of the Emergency Medical System (SEM), which has continued with maneuvers that have proved unsuccessful.
Empuriabrava beach has a lifeguard service and, at the time of the incident, the yellow flag was flying.
--------------------------------------------------------------------------------------------------------------------
Green flag: It is possibly the most common. Its meaning is that bathing is allowed because the sea conditions are good.
Yellow flag: It means that bathing is allowed but with limitations. In short, it indicates that bathing is allowed when we can touch the bottom and always with the head out of the water. The yellow color is used whenever there is some kind of risk when bathing. The cause may be pollution, animals such as jellyfish, for example, or because there is something floating in the water that may pose a risk for bathing. If the alert is for jellyfish, this type of animal has its own flag, which is white with two jellyfish overprinted.
Red flag: Indicates that bathing is completely prohibited. It is used when there is a high risk for the bather. It is not the most dangerous because there is also a black flag, although this color is rarely used.
Black flag: The black color indicates that it is completely forbidden to set foot in the water. And it usually indicates that there are wells or suction channels produced by the breakage of the sandbanks.
Flags on the state of the beach
Blue Beach Flag: This is a recognition awarded every year by the European Foundation for Environmental Education to beaches and harbors that meet safety and quality requirements, as well as infrastructures for toilet, information or environmental education management.
