I think he was seen as EE because Hungary is poor compared to Bavaria, where he often went because he had gf there. No cultural reasons otherwise, he speaks German very well and is in temper/behaviour typical CE. For many ppl East Euro mean poor (compared to them), especially to less educated ones.
