Funny thing. I went once with this very picture to get a haircut like this (the spiky ones) and before going to the stylist I dropped by a shop and bumped into one of my former teachers and she spotted the paper with this picture on it (as I was holding it in my hand) and she said to me: Are you trying look emo? I was like: Nah, nah, this is anime, not emo.

Maybe Caucasoids cannot pull it off because they are such a degenerated and weakly race that even their hair is thin.
Actually some animanga characters that are intentionally drawn to be ugly have Caucasoid features like thin hair. For example in the manga Nozokiana, the comic relief character below has Caucasoid features, like thin hair, a receding hairline, an elongated face, a weak mandible, and a convex nose:
But the main character has more Mongoloid-like features, like thick hair, a round head shape, a low facial index, and a concave nose:

Firstly, I know you are joking.
Secondly, I guess that's why the Japanese are portraying their anime/manga characters usually as white, because whites be ugly and unaesthetic and shiet. Also, thick hair does occur in Europeans also, particularly in the more CM-types.
