There are also many Latinos in Italy and France.
The United Kingdom asks most Latin Americans for a visa and it is very difficult to emigrate there if you are not part of the European Union or Commonwealth even for Americans it is a bit difficult to emigrate to the UK.

The GDP per capita when you adjust for purchasing power in 2010 in Spain was of 31.309 and in Argentina of 18.062, which is huge(and this without counting the immense superiority in health, safety and infrastructure since not everything is gdp). I do not understand why you talk about Germany since it has nothing to do with it, and obviously Germany is richer (which no one has discussed).
