In FIFA 2000, at least in the PC version, because back then, there used to be slight differences between different platform versions of the same FIFA game, the only team to have 4 keepers per squad has a total squad of only 16 players.

I played FIFA 2001 before playing FIFA 2000 and I remember that it was crazy that the Palestinian national football team in FIFA 2001 (in the PC version at least) had 3 keepers at a squad of only 16 players. Imagine my shock when I discovered this team in FIFA 2000 who had 4 keepers at 16 players.

So, it means there would be only 2 outfielders among the substitutes. This is really interesting but weird.

Thankfully, it was only in FIFA 2002 where restrictions were put in place to substitute the goalkeeper only with another goalkeeper and outfield players only with other outfield players. By FIFA 2000 you could substitute goalkeepers with outfield players and vice versa. But yeah. That team in FIFA 2000 has only 2 outfield players among its 5 subs.
