    90 - Doksan / Togus Uon / Tahar Vuna ---> Devetnadeseti(Bulgarian)

First of all, I should point out that we don't even know whether a proto-Indo-European language even exists. The accuracy of the numbers is questionable due to incompatibility with Armenian. It may have followed a very different development. For this reason, it is much more reliable to use the evolved word pool that we have available. For this reason, do not write that I have chosen the most similar ones below. So they look alike so I can choose. I will not make the mistake of making an analogy over a non-existent language. But if you want a comparison on the -so-called- proto-languages, I edited the possible proto-Turkic. This way you can see below.

    proto-Indo-European / proto-Turkic

    1 - *pr̥h₃- / *per
    2 - *d(u)wo-, *dwóh₁, *sekw(?) / *sig
    3 - *trei-, *tri- / *ut(t?)
    4 - *kʷetwor- / *tauart
    5 - *penkʷe / *pel(c)
    6 - *s(w)eḱs, *arati(?) / *(h?)art, (h?)asht(?)
    7 - *septm̥ / *set
    8 - *oḱtō, *h₃eḱtō / *hek(r)
    9 - *(h₁)newn̥ / *toh(r)
    10 - *deḱm̥(t) / *hon
    20 - *(d)wīḱm̥t- / *sig(r)(m)
    30 - *trīḱomt- / *ut(r)
    40 - *kʷetwr̥̄ḱomt- / *kırıh, tauart-hon
    50 - *penkʷēḱomt- / *alla, pel(c)-hon
    60 - *s(w)eḱsḱomt- / *(h?)art-mel(c), *(h?)art-hon
    70 - *septm̥̄ḱomt- / *set-mel(c), *set-hon
    80 - *oḱtō(u)ḱomt- / *hek(r)-hon
    90 - *(h₁)newn̥̄ḱomt- / *toh(r)-hon

The numbers are constructed in possibly archaic form with reference to existing Turkic languages.

As you can see, a genetic and linguistic relationship is likely between them. In addition, the genetic relationship has already been proven. Turkic peoples such as Bashkirs, Chuvashs and Kirghiz are genetically related to Scythians. Linguistic relations are not limited to numbers only. Many words -perhaps tens of thousands- including pronouns are cognate.
