Not so primitive if we take unto account Mezoamerican and Andean architecture.

For paleolithic groups the main factor was... wealthy state - they had all what they wanted and that's it.
No development was needed, the same as in Africa or Australia.

For neolithic Olmek, Inca, Mayan, Aztec aso - lack of steel and contact with Indoeuropeans or Christian civilization.
East Asians didn't totaly progress on their own. For example China, until Shangs (who were probably Indoeuropeans
