LIGHTEST atypical types can pass in Northern europe, in my opinion.
The features of even the depigmented ones would usually stand out, hence I said 'atypical types'.
Though most lighter types would still look MENA or pass only in S/SE Europe.

Why are you full of bs? Most of the refugees in Sweden are from Iraq , Syria, Somalia , Iran also . Majority of the refugees in Europe from Afghanistan are ethnic hazaras.( They are not really considered afghan by afghans themselves, they are also not turkemens ).
