That can also be done by not bullying anyone. Stronger emphasis on old norms, promotion of old ideals, tradition, masulinity in men, feminity in women etc and making people respect such society at whole. That will automatically put others in their place or at least to know their place.

That gay came to school in skirt because we live in such society nowadays. Hence why I don't blame him. I wouldn't bully him for being gay and although annoying I can't blame him for coming in skirt. I am more mad at people like Dunai and such.
