In terms of places, most of Southern Aegean and Cyclades are overrated.
I mean, Santorini is something unique with good archiecture but there is a lack of nature, very strong winds etc
Islands like Samothraki can offer much more in terms of nature
Spoiler!
Or mainland places like Pelion
Spoiler!
My home city, Athens is also totally overrated and badly planned. Smaller cities like Nafplion are much better.
The mountains are very underrated, they're not alpine-tier like some agencies may tell you but they are something.
Spoiler!
Finally, every tinydick statue of Apollo is overrated in comparison to the smallest medieval monastery.
On a deeper level, I've been wondering about the use of the word, "forgotten," when describing "underrated places." Recently, I've seen this adjective employed in social media, and in regards to real estate in another example.
Using that word somewhat agitates me, as I think it has connotations of maybe an emotional state, or neglect, or something...I can't figure it out.
I majored in English in college, so I think about words all the time. Anyway, y'all see what I'm saying?

Overrated: Bled.
Underrated: Bohinj.
Both are lakes, Bled is a very populat tourist destination, while Bohinj is a hidden gem a mere 20minute drive further.
But a significant reason why Bohinj is so beautiful is because there's way less tourists.
So I don't mind it being underrated.
It helps preserve it.

East Lothian and the Scottish Borders are mostly overlooked in comparison to everywhere else. You have lovely towns like North Berwick and Peebles. East Lothian has the Beaches such as Gullane. Lots of small hills and empty.
Scottish South East and Englands Northumberland I think are ignored by both Scots and English. So I'd say those places are underrated.

I was in Altai, I really liked it, but it is absolutely not equivalent to rest at the hotel on the coast of the warm sea. Many inconveniences for an unprepared tourist and possible disappointment.
We also wanted to visit the Subpolar Urals, but could not gather 5 people for this.
