When Anglos took Florida, Texas, California, Lousiana, Nuevo Mexico or Arizona to form part of USA, they already found tons of things built and many people living there. When Anglos bought Florida to Spain they offered to the Florida inhabitants to remain there. Most went to Cuba, but some remained. And when Anglos annexed Lousiana, the quite big Spanish community remained there (still exists) and preserved their rights.
Same in the other mentioned states (California, etc).
With all this I mean, USA was not invented/founded/created only by Anglos and with an Anglo mentality and destiny, they accepted/wanted to live along other ethnicities (Spanish, French, Dutch, Germans + mestizos or directly Indians).
