Yes, mulattos with dark skin and afro hair (like this guy) has always been considered black around here, and not only in my state, even in Bahia he would also be considered black, precisely because of his afro hair and big mouth.

Pardo in the Brazilian census has always been for triracials, like this guy

Or an octoroon like this guy

or this actress I posted here these days

So, our "Pardo" in the census was always for triracial people, octoroons, people with strong indigenous DNA from northern Brazil and light-skinned Mulatos "with fine features"

and one thing that happens a lot here, especially in the north, is indigenous people who are registered as "Pardo" just because they don't live in indigenous reserves, an example below.

It's in Portuguese, but basically it says that a woman from the tribe had a child and the child's birth certificate says Pardo and not Indigenous, because the people at the hospital didn't know she was indigenous etc, indigenous organizations estimate that there are thousands of other cases like this one in north, of indigenous being registered as Pardos, because according to them "Brazil cannot understand how an indigenous person lives outside indigenous reserves”

Your racial category these days in Latin America depends on how poor or leftist you are. It's a political weapon, don't discuss racial category with latinos, it's unworthy.

    Look this black man below.

A ambos los considero mulatos pero a mí juicio Mariano rivera debe estar por 60% SSA y don Omar 40% SSA, ahora recuerda que esto es subjetivo

Mariano Rivera facially looks less SSA than Don Omar. Mariano Rivera has to be around 15% amerindian to.

Well remembered my bald friend, for example last year Miss Brazil 2013 Jakelyne Oliveira, declared "herself Black"

She considers herself Black because she has "black ancestors" but to see her political positions is that "cliche left progressive"

This "African" you posted is from which party? of the "Partido Socialista e Liberdade"
