Those phenotypes exist in La Romana and even in Punta Cana. But you are right. It is fact that those places are blacker. La Romana in fact is the most SSA city in the country. Keep also in mind that there is a HUGE Hatian and Hatian-Dominican population there. Bavaro alone (an area adjacent to Punta Cana) is 80% Haitian. That without counting the cocolo Dominicans.

I was in Bavaro (the resort was on that beach) but it was more than 10 years ago. Why is it 80% Haitian? Cheaper workforce for the tourism industry ?
When I was there I saw already several Haitian workers (recognizable by their accent and dark complexion), but it was not so much, I guess the migration must have increased alot in the last years, perhaps after the earthquake.

I read an article from a Dominican newspaper stating 80% of the population there was Haitian. That was several years ago. It sucks that I can't find it google.

Irony of ironies, the curfews due to the pandemic have brought crime levels to acceptable levels. Of course, that doesn't mean it's safe to go prancing around the ghettos, just that chances are low for one to be held at gunpoint or mugged now due to the extra police presence on the high traffic areas of the bigger cities and towns. It's way safer than elsewhere Central America and the Caribbean outside Cuba and Costa Rica for sure.
