    Mostly in cities from southwestern states and Florida. More so in states like Florida, Texas and California.

    Other big cities like Chicago, New York, Washington, Boston, etc, also have lots of Spanish speaking people, though Spanish is not that prevalent in there as in SW states and Florida.

    Well locally you can get by easily if you stick to the Hispanic neighborhoods in any of the cities you listed. As a tourist you might struggle more in Philadelphia and Washington D.C since they have less Hispanics. Also in Sacramento since lots of the Hispanics in Sacramento can't speak Spanish.

    How come Sacramento Hispanics have such a poor knowledge of Spanish?

    They have a older Chicano population. Like many are second generation or above. 59% of the Hispanics in Sacramento can still speak Spanish.
