Irish are 93% skin type I-II, while welsh 74%, so there are Welsh with photype III and IV, i guess there are darker english people as well like Daniel Craig (type III).

Varied. But probably the same average as common scandinavians today: blonde/light brown, with a minority of gingers and dark brown hair.

I have seen some finns and they looked similar to this couple, i have noticed some of them can be a bit short and with slanted eyes sometimes, is that a common phenotype in East Finland? I think Finns are probably lighter than Swedes and Norwegians on average, they hair tend to be this "white blonde" hair also...

I think you're right with skin types of that couple. And yes, Finns are bit shorter than Scandinavians. Not much, but still someway.
What a Northern we go in Finland, the shorter people will become. This is opposite very clear. Samis and people with Samis blood are clearly shorter than ethnic Finns.
Oh, slanted eyes is eternity topic . Lets say some have those (or at least someways), and probably so more often in East and North than West or South. But not majority. Still I do not think Finns slanted eyes are anything to note or mention in Finland ... for or among of Finns (like those seemed to be others ). So I guess Finns are someway got to used on them ... enough anyway => not seeing them weird or even more ... ''wrong''.
