Unlike in British and American cities (although in those it is changing too due to gentrification), in French cities the wealthy tend to live closer to the city centre in order to be closer to all their cultural attractions and amenities, in effect dumping immigrants and the poor in the outer suburbs.

In Belgium, most foreigners live in urban areas yes but in France and especially Paris, foreigners mostly live around it in what they call "banlieues".
And I don't have any stats regarding the number of foreigners in Paris since ethnic stats are banned in France (we still know that 70% of newborns in Paris have the genetic sickle cell disease which is typically a non-european disease mostly found among africans). As for Brussels, yes it reaches almost 80 % (mostly moroccans, blacks, turks, etc ) :
