Most European countries can have diversity to some extent but according to my opinion these would be the most diverse, I clarify that I am only listing the western European countries.

No! Phenotypically, the most diverse - looking European populations are those of Northern and Eastern Europe. Southern Europe is phenotypically the most homogeneous, as dark hair, dark eyes, relatively not so fair skin dominate. Light pigmentation is in small minority.
In Northern Europe, you get the highest phenotypical diversity, in eye color, many Finns have blue, green, gray, hazel eye colors.
