It isn't new. Beer companies in the USA created it out of this air in the 1980's. Also you are confusing it with Mexican Independence 9/16 vs. 5/5 for Cinco de Mayo. Octoberfest and St. Patricks Day stuff was brought to multiple countries by immigrants. Cinco de Mayo was created by beer/advertising agencies.
