You misunderstood. Those whose bones are there were Finnish and Swedish POW's after Carl XII lost the war. Peter the Great used POW's in building St. Petersburg and very few came back to Sweden. As mentioned, this story is from Russia, not mine.

I've read a similar story but about Russian peasants and other simple folk building St. Petersburg. I don't remember the source.
