Yes the way one lives will have an influence but certain skin types are more at risk. There has been a lot of studies done on this especially in places like Australia where there are a lot of people with fair skin that live in a harsh Australian climate. One of the indicators is having a family member who developed skin cancer. My mother who has Skin Type 1 developed skin cancer after 2 years in Australia and she was very careful in avoiding the sun. Unfortunately just doing something like hanging out the washing gave her enough exposure to the sun to develop melanoma.

White adults with cutaneous melanoma in central Alabama have a predominance of Irish, Scots, and "British Isles" ancestry and HLA-DRB1*04 that likely contributes to their high incidence of cutaneous melanoma.
You can see why this type of skin is not going to be ideal or tan very well. Pale and freckled skin is an obvious indicator that you need to be careful of the sun.
