Not really, it's on the same level as Romania and Bulgaria, and Moldova is apparently more equal than Switzerland and Norway, which can't be any futher from truth. No international stats for Transnistria obviously
So this coefficient is not that useful for this purpose. The point is that for the average citizen, even in Russia and Belarus there will be more personal freedoms than in Transnistria.

All of Tiraspol (shady 90s atmosphere with few people and mostly old, no SMEs and family owned businesses..basically a plastic facade of a state, like North Korea)
Just one boulevard of Northeastern Chisinau (not even close to 1st world, but clearly free, with plenty of small business activity and people of all ages, where youth is very visible)

I was there in 2019 and I loved the place, not because of the views or the monuments, but because of the atmosphere, it felt so unique. I was walking in the street and a nice local guy stoped me to present himself, sell some postcards and to offer himself as a guide. In the tourism office I received the best treatment I have had in a tourism office. The place felt very nationalistic and also quite poor, more than Chisinau and at the level of the rest of Moldova. I would like to visit again Moldova/Transnistria, they are nice places and very cheap also.

This place is like a cancer (Russian buffer zone), which should be operated sooner or later.
