The Tungrii (the Thuringii were far away from the borders of the Empire). Tacite says that first called themselves Germanii when they first passed West of the Rhine but apparently they changed to Tungrii after such a tribe gained prominence among them.
Most likely the Tungrii are the coalition of Eburones (Belgian Gauls), Sicambri and neighboring tribes. it's been postulated that Tungrii was just the name these Eburones called themselves.
It's possible that overall these people were Germanic in tongue and were indeed the first settlers of the sort in the area. My opinion is that they were a mixed bunch for some time.
What is sure though, is that these people settled between the Scheldt and the Meuse rivers were Germanized a couple centuries later, when they entered the Frankish coalition (as the place, known as Toxandria, was given to the (Salian) Franks in a treaty of federation with the Empire).
That's how the first (and most glorious *cough*) unambiguously Germanic people came into Roman land, as far as written records go.
