When Hitler started the WW2, the Axis were not ready for war, neither Italy, neither Germany, neither other allies. When the Wehrmacht attacked France, the french and their british allies outnumbered germans in tanks, manpower etc, only the brilliant leadership (Manstein and others) was the reason why Germany defeated France. The legendary german warmaschine was formed during the war and not before the war, its big difference.
