On topic, Romanians genetically are Latin speaking Bulgarians, and according to a theory, their ethnogenesis happened in modern Bulgaria and Macedonia. So it makes sense that they are same as Bulgarians and Macedonians in pigmentation and often facial features.

Scots are a lot more brunette and long-faced than any other Europeans of a comparable northerly latitude.
Romanians are often quite dark and swarthy despite not being that far south in Europe. (And I mean ethnic Romanians, NOT Gypsies).

You make the mistake to think that Romanian neighbours are super light and northern looking, but that isn't true at all.

The difference is that Ukraine is extremely diverse and has a lot of polarizing phenotypes, so you can easily get a huge group of very north-eastern looking people. In Romania that's rare since they're more homogenously south-eastern looking, but also with a lot of central European looks among them at the same time.

The swarthy Romanians look Balkan Med which is probably more native for the area than the very blond ones.
The blond Romanians are an import from Eastern Europe and Germany.

Scots, the brunette element in Scotland is greater than that of Scandinavia and the Baltics though similar i think to parts of central Russia, Romanians are on the same latitude as southern France and share quite an open border with darker countries.
