The most Euro part of Peru is actually probably Pozuzo (started by German-Austrians) that place and Venezuelas colonia Tovar (also started by Germans) are fascinating to me because they seem so random. I think most people in Pozuzu are now mixed but I wouldn't be surprised if the average there is above 60% Euro.
