I think they are equally dark but Dominicans with more european ancestry are lighter mullatos similar and the ones who are more African maybe slightly darker

Serbian Gypsies are lighter and their features are overall Caucasoid. The average Dominican are phenotypically Black, has SSA ancestry and darker skin due to it and even their lighter types just look like light skinned Black people.

Might be 40% average SSA for whole Dominican population, but the majority are either blacks or dark mulattoes and are black skinned. So that is your average Dominican and they are quite dark. I've been to Italy and there were many Dominican immigrants there and you could hardly tell them apart from the Africans or almost all of them were like that.

I just stumbled upon an article with the title:"Dominican Republic strips thousands of black residents of citizenship, may now expel them" and it's about Haitian immigrants.
