Orbán has dual personality.
1. He is an oligarch, his party called Fidesz rules everything in Hungary, including all economy sectors, tobacco traffics, farmlands, sport (mostly football), so really every material thing. It works like a mafia, Fidesz is a big family with many benefits, if you are member.
2. He continues the policy of the old hungarian elite. Orbán is the one and only president who governs from the old royal castle in Budapest. Before him, only the Habsburgs and Horthy (royal steward) did it, nobody else. In his office there is a Great Hungary map. Orbán's main objectives:

-good realtionship with Moscow, Brussels, and Ankara, so the regional great powers
-annexation of Subcarpathia
-spread the hungarian influence in the Carpathian Basin, facilitated naturalization/citizenship for all nationality who lived in the historical Hungary just like in the case of Stearsolina, she got it nevertheless she can't speak hungarian at this time. Mostly hungarians from Transylvania, Slovakia, Vojvodina got it, but also many subcarpathian rusyn wanted hungarian citizenship, or serbian, slovak, romanian guestworkers too.
-economic influence in the Carpathian Basin and Balkans, for example hungarian companies, public investments, or the expansion of MOL (biggest oil company in Central Europe) Orbán use these things to influence the local politics.
-military modernization, Orbán said we need to be ready for a local conflict with a very competent army. He bought the most advanced tanks and other weapons from Germany, increase of hungarian arms industry with german licences, increase of the number of soldiers in the hungarian army.

Hungary is a little country but it has two very strong weapon:
1. Hungary is a very centralized country (unlike others who are divided) in the case of power, economy, companies etc and everything is Orbán's hands so he can spread the hungarian interests in abroad very well. 2. Orbán has many very influential friends in Moscow, Ankara, or even among the german car factory owners too who rules Germany, that's why Merkel didn't do any sanction against Orbán. And Erdoga, Putin (so the leaders of two regional great power) need Orbán very much to influence the EU.
I would say Orbán is big player in Europe just like Hungary, much bigger as you might expect if you see the country size. And this "we are great power, we rules everything" mentality is part of hungarian national soul because of it's history, and the peoples love Orbán very much because he started to resurrect this nationalist mentality and good old times.

He may be anti-Islam, but that applies for his country. He knows Islam is not part of his culture and his nation so it's only logical he wants to defend it.

Hungarian national anthem plays for heads of state, Hunnic and Göktürk flags displayed proudly with historical costuming on the left in a display of both unity and continuity. Say what one will about the geopolitics, but it was nice to witness.
