Arnie was ultimately of slavic Czech origin, not Austrian. Read more about his genealogy.

They are. The reason why Austria didn’t become a part of Germany was the strong Habsburger identity which Prussia couldn’t subdue. Unlike the other German small states, Austrians weren’t willing to accept Prussian supremacy, and I am sure Prussian wouldn’t feel comfortable having a too strong opponent group inside their state. Another reason why Austrians are strictly speaking Germans but having „another“ identity is the Nazi past. German nationalism disappeared because of the bad connotation and is replaced by „Austrian“ nationalism.
