Yes they are Germans and until 1945 no one ever would have even conceived of this question. Nazi Germany gave birth to 3 different nations, all of which shared its legacy but coped with it in different ways. West Germany took responsibility for the Nazi era but tried to polish the image of the Wehrmacht and continued to use former Nazis in the government/military. East Germany thoroughly de-Nazified itself and took solace in being a communist Soviet satellite state. Austria tried to rid itself of the guilt by saying we are not Germans and we were in fact invaded by Germany.
And although Austrians seem to cluster with Hungarians moreso than Germans, it is not a big difference between the two anyway. Plus, Prussians are probably even more eastern shifted than Austrians are.
