Have the Yugoslav Partisans been heroes or criminals?

Heroes or criminals? I guess for me or my people they were better then the fascists, but they were also slavic nationalists and pan slavists. So they were not hundred percent democratic and such. But for people like the germans they were bad, they killed and deported all germans. We must view this from all sides. What do you think?
