It's likely diets combined with genes. Years ago, Appalachian frontier settlers and a Native American tribe were the tallest populations in the world (per auxologist Komlos), and they both had a meat-based diet. There was endless game in their regions. That's likely why the Dutch (with more dairy products added to the mix) went from "Indonesians" to "Masai".

Franco era Spain people were much shorter, my grandmother was only 5'2, grandfather actually normal height around 5'10 so tall for Spain, going to church services i noticed how much shorter the mainly elderly congregation was than in the UK. Young people in Spain seem a lot taller than young people in Portugal, i think there the average height for men is 5'8, 5'3 or 4 for women. In Spain the young men seem as tall as the men in France and women maybe even slightly taller at around 5'6. men 6'2 or above are nowhere near as common as in the UK though, upper paleolithic survivor levels of height are not a feature of the Spanish or i think even the French populations.
