Heterodox Islam is not something special to Albania, in fact, a great amount of the Balkan Turkish population was either heterodox or was belonging to mainstream Islam without sectarian preferences that were still introduced by Heterodox dervishes. However, they re-shaped their beliefs as Ottomans took a position as Sunnis. There is a minority who still radically follows Bektashism, the rest who consider themselves as Sunni doesn't even really know the exact differentiation between Bektashism and Sunnism and identify as such just because Ottomans took a position as Sunnis, so do modern Turkey.
Besides, the way of application of Islam among Bosniaks and Albanians actually differs from the Islam applied in the Eastern Balkans and what you stated applies only for the Bosniaks and Albanians(the Salafism orientation), and as far as I observed that trend peaks in Sandzak. The radical Islamist countries such as Saudis and Iran has got a certain space in these regions(with a purpose, of course) as you said, many of the theology hodzas were educated in these regions, or even if they were educated in local schools, they follow the trends applied in Middle-East rather than Turkey. But this is something recent(post-cold war) before then, the ME didn't have such influence in the Western Balkans.
The Eastern Balkans, on the other hand, might be considered as more or less in the same trend as Turkey in the way of application of Islam. The religious leaders/hodzas are under the strong influence of the Turkish Diyanet. What is interesting here is the views of an average Turk or Pomak(Pomaks tend to be more religious compared to Turks, though) towards the ME is actually not that different from another Christian from the same region, and they usually consider Turkish Islam as if it is something else. In practice, yes, it is something else. However, I believe it is due to the religious polarization during the War and being the target of the ME's influence, Western Balkanites tend to lack the same reflex and can climb up towards the Salafist orientation which makes them more radical in practice.
