I know the original poster disqualified Kaliningrad, but I have to wonder, if it is made up of "transplants" from across Russia, and now surrounded by foreigners, wouldn't that heighten its sense of being Russian?
Russia is such a huge country, it is one thing to be Russian is you are far from anywhere else, but on the "front lines," it probably has stronger meaning. Maybe that goes even more for Crimea.
